ASSISTANCE AND SERVICE ANIMAL INTEGRITY ACT OF 2018 (.pdf file)
This article discusses the PA Assistance and Service Animal Integrity Act of 2018, which permits landlords to request written documentation of a rental applicant's disability if not readily apparent, and their related need for the animal.
The documentation provided must be in writing, and must be reliable and based on direct knowledge of the person's disability and their related need for an assistance or service animal. The law became effective on December 23, 2018.

West Chester Licensing and Inspection Court Ruling (.pdf file)
In March of 2003, landlords in West Chester, PA defeated a local ordinance establishing a new Landlord Licensing and Inspection Program, declaring the new program to be an "illegal tax." The court prohibited the municipality from using the new program to generate revenue, stating that the fee charged may not exceed the costs of running the program, and that the only costs which can be considered are direct costs which would not occur without the program. The court decision was upheld after an appeal by the municipality to the PA Supreme Court.
